Cabinet Order that partially amends the Enforcement Order of the Law was promulgated. (relevant to hazardous liquid substances)

1. List of newly notified chemical substances was made public.

2. The reportable chemical substances based on Article 95-6 of the Ministerial Ordinance of the Law was amended.

High mutagens were added or removed to/from the list.

Amendments of "Prevention measures from the exposure of chemical substances to be taken by employers in the works etc. of washing or cleaning" and "Points to be concerned on the prevention measures from the exposure of chemical substances to be taken by employers in the works etc. of washing or cleaning" have been made public.

Chemical Substance Control Law

"Result of Risk Assessment (primary) Assessment (I) and its handling plan of Priority Assessment Chemical Substances" was made public.

A Ministerial Ordinance related to the partial amendment of the lists of Fire Fighting Activity Inhibitors was promulgated.

Law Concerning the Protection of the Ozone Layer through the Control of Specified Substances and Other Measures

Law that partially amends the Law concerning the Protection of the Ozone Layer was promulgated. This amendment aims to promote sweeping measures over the whole life cycle, from manufacturing to the disposals, of Fluorocarbons.

"Concerning the prevention measures for chemical substances at the works etc. of washing or cleaning" and "About the items to be concerned for spreading the information about the exposure prevention measures for chemical substances at the works etc. of washing or cleaning"have been released.

"About organic pigments of which the content of produced PCB as by-product was confirmed > 50 ppm. (Mar.22, 2013)" was made public. The manufacturing or importation etc. of said pigments has been stopped by administrative direction.

"The Notice that lays down Transportation Standards etc. of Dangerous Goods by Ships" was partially amended.

A pamphlet titled "Regarding the Import prohibition of asbestos products" (Japanese, English and Chinese versions) was released.

Import of products (by each part) that contains asbestos exceeding 0.1% (including non-intentional contamination) is prohibited.

The result of GHS classification work on 145 substances, which was conducted by the Ministry of Economy, Trade and Industry in the fiscal year of 2007 and 2008 (English version), was open to the public.

has been made public. For the prevention of PCB pollution, this information is Open.

A training text for the person in charge of the investigation of hazardous properties (Risk Assessment) based on Article 28-2 of the law was open to the public on Feb. 27.

Guideline for the notification(report) of manufactured etc. quantities of General Chemical Substances, Priority Assessment Chemical Substances, Monitoring Chemical Substance (2012 Feb.) was released.

An amendment bill of the ministerial ordinance related to the MSDS provision and Label display and a draft amendment notice of the Chemical Substance Management Guideline were posted on government website for public comments.

Current situation about the introduction of GHS under this law.

The Ministry of Health, Labor and Welfare indicated the idea to the effect that articles (except the products mainly used for consumer usage) are subject to the obligation of MSDS requirements.
