Exemption for polymers

 

The Chemical Substance Control Law (CSCL) exempts polymers from pre-manufacturing notification if a new polymer meets following conditions:

 

the new polymer consists of two or more monomers and, a combination of the monomers by which total weight percent exceeds 99% in the new polymer fits the name of an existing polymer in the CSCL inventory.

 

This is called “‘99% rule” for polymer under CSCL. Key to this rule is that the total weight percent of all the monomers described in an existing polymer must always exceeds 99 weight percent in a new polymer.

 

The Industrial Safety and Health Law also exempts polymer if it meets the polymer criteria of the law.
