Banned & Highly restricted chemical substances

 

Japan has four key laws with accompanying lists of chemical substances that are banned or severely restricted for manufacture, import, use and marketing.

 

Chemical Substance Control Law has two lists: Class I and Class II Specified Chemical Substances. Class I Specified Chemical Substances are practically banned chemicals; Class II Specified Chemical Substances require notification of scheduled production or import volume every year and change must be notified before scheduled volume is exceeded.

 

Industrial Safety and Health Law has lists of Prohibited Chemical Substances (Article 55) and Restricted Chemical Substances (Article 56). Restricted Chemical Substances require authorization before manufacturing.

 

Poisonous and Deleterious Substance Control Law and Household Products Containing Harmful Substance Control Law also carry chemical lists that ban or require registration for products that contain listed chemical substances.
